Person IconViviana Ambrosi
Profesora titular, Facultad de Informática, Universidad Nacional de La Plata


Viviana Ambrosi es profesional de las ciencias informáticas. Se especializó en temas ambientales y sociales vinculados a las TIC, con foco en temas de los residuos de aparatos electricos y electrónicos y las tecnologías para la sostenibilidad. Es vicepresidenta del Grupo Regional para América ​Latina de la Comisión de Estudio 5 (Medio Ambiente, Cambio Climático y Economía Circular) del ITU-T (GRCE5-LATAM) de la International Telecommunication Union, representando al gobierno argentino. Es profesora titular en la Facultad de Informática de la Universidad Nacional de La Plata, Argentina, en las cátedras “Tecnología, Ambiente y Sociedad”, “Conceptos y paradigmas de lenguajes de programación” y “Ética y aspectos profesionales avanzados”. Desarrolla sus actividades en el Laboratorio de Investigación en Nuevas Tecnologías Információn (LINTI) de la Facultad de Informática de la UNLP. Por otro lado, desde 2009, dirije el Programa EK​OA de la Universidad Nacional de La Plata (UNLP) y de la Planta Piloto de Gestión de RAEE en convenio con la Unión Internacional de Telecomunicaciones (UIT) desde 2018. Ha dirigido diversos proyectos internacionales, nacionales, y de extensión universitaria en la temática.

Deputy to the Director and Chief of Telecommunication Standardization Policy Department, TSB​, ITU

Tunisian born, Dr. Bilel Jamoussi is Deputy to the Director and Chief of Telecommunication Standardization Policy Department (TSB) in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.​

Engineer to ITU-T SG5 “Environment, EMF and Circular Economy”, ITU​


Reyna Úbeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014.  She joined the ITU’s Standardization Bureau in 2015. She is the Engineer of ITU-T Study Group 5 on Environment, Climate Change and Circular Economy. Reyna speaks English, Spanish and German.

Maykoll Zevallos Roldán has been Infrastructure Planning and Shutdown Manager at Telefónica Hispam since March 2021, leading the energy efficiency strategy, reduction of CO2 emissions (scope 1 and 2) and shutdown of obsolete networks throughout Hispam, through multi-country projects that add to the strategy of having a sustainable and efficient Network Infrastructure, and that contribute to the Group's objectives against Climate Change. Is also responsible for the planning and deployment strategy of the necessary electromechanical and air conditioning equipment that allows the timely and efficient deployment of fixed and mobile networks in Hispam. 

He has worked at Telefónica since 2007 in local Network Planning, Engineering and Operations roles, essentially in the Network Core in Peru where he led several emblematic network evolution and simplification projects. He studied Telecommunications Engineering from the National University of Engineering (Peru) and has a Master's Degree in Managing Digital Telco from the Polytechnic University of Cataluña (Spain).

Lina Zuluaga is a prominent leader in the telecommunications and technology sector, with more than 20 years of experience. She chairs ITU Study Group 5 for Latin America, representing the National Spectrum Agency of Colombia, and was co-chair of COMCITEL. He holds a master's degree in Technology and Design from Georgetown and has been a member of the boards of directors of Telefónica-Movistar and the Universidad Externado de Colombia.

Lina has held key roles in Colombia's ICT Ministry and is Vice President of the Artificial Intelligence Governance Group at the OECD. For nine years, he led innovation in the digital transition of the media industry in Colombia.

She has worked at the Inter-American Development Bank in Washington D.C., and is co-author of the first financial inclusion policy in Colombia that leveraged technology. In 2020, he co-wrote a book on artificial intelligence in Latin America with former ministers.

In addition, Lina is a visiting professor in the Data Wise program at Harvard University. She is fluent in English and Spanish, and is recognized for her leadership in sustainability and digital transformation.
