Charru Malhotra

Dr. Charru Malhotra is an Associate Professor (e-Governance & ICT) at Indian Institute of Public Administration (IIPA). She has served the institute for more than 28 years out of which the last 12 years have been specifically in the field of e-Governance, Cyber Security, Smart Villages / Smart Cities and Training of Trainers.

Her key areas of interest include capacity building and impact assessment of e- governance projects, design and implementation of Digital Service Standard (DSS), cyber security, developing strategies for co-creation of digital services and analyzing applications of emerging technologies for governance. She has also been actively involved in policy design aspects of Smart-Cities & Smart-Villages. Her persistent efforts are in development research to catalyze technology for people with disabilities, disaster-ridden communities, and gender friendly inclusive IT spaces as well as in institutionalizing IT for Masses.

She has more than 30 research publications in reputed international and national journals and books; She has published a comprehensive book as well as a training-of-trainers manual on “Digital India”- the first of its kind in the country. Vice-president of India recently released her book on “e-Kranti” (Dec-2017). She has guided more than 15 MPhil and PhD researchers. She is frequently invited by Université Paris 1, Panthéon Sorbonne (France), Wollongong University (Australia) as an expert on citizen-centricity, open governance, participatory forms of e-governance.

Apart from establishing professional associations with global institutes of excellence such as e- Government Leadership Centre Singapore, ENA Paris, World Bank, IIT-Delhi, Swiss Embassy, she is also the Project Coordinator of impact assessments and several significant capacity-building projects under the prestigious Digital India Program.
