​Junko received her Bachelor's and Master's degree from Kyoto University and in 1999 a Master of Science, Department of 
Engineering Economic Systems and Operations Research, School of Engineering, Stanford University.
From 1996 to 2009 she assumed different positions in what is now the Ministry of Internal Affairs and Communications her last position being Deputy Director, Research and Development Office, Global ICT Strategy Bureau.
She joined ITU in 2009 first as Project Administrator in the Development Bureau (BDT) and at present is Engineer, Study Groups Department, Radiocommunication Bureau (BR).
