MUTALE Mwenya

​Mr. Mwenya Mutale works as Manager Standards and Type Approvals under the Technology Engineering Department of the Zambia Information Communication Technology (ZICTA). In this role, he is in charge of certifying all ICT equipment imported into the country and oversees the overall ICT Standardisation agenda in Zambia that consists of the 5 Technical Committees namely Protection and Safety, Electromagnetic Compatibility, QoS and Interconnection, Terminals and Human Factors and Cyber Security.

With over  twelve(12) years regulatory experience, Mr Mutale has acted in several roles such as Director Technology & Engineering, Director Special Projects focusing on Universal Access and, has managed several projects that include the installation of the Radio Monitoring Management System (RSMMS) in Zambia. He is currently spearheading the setting up a Conformity and Interoperability Laboratory in Zambia.

He holds a masters degree in communication management (MCM) and serves as an interconnection expert for ZICTA on technical and commercial aspects. Prior to joining the regulator, Mr. Mwenya worked with network operators with the focus in the GSM Radio Station Subsystem and was involved in several network roll out and optimization projects.Apart from being a part-time lecturer for Master of Communication Management in Africa, Mr. Mutale is a software developer and has developed the ZICTA online type approval application (ZERS) aimed at not only  improving service delivery but  also scaling up standardisation awareness among the dealers and Zambian engineers.
