GABER Andreas

AndreasGaber.jpgAndreas Gaber started his career in the telecom sector by studying business informatics at the Technical University of Vienna, graduating with a Master of Science by writing a master thesis about the technical differences, advantages and disadvantages between Wi-Fi and UMTS in cooperation with Arthur D. Little Business Consulting.
2005 he started his own IT company dealing with web applications, content management systems and interfaces for large databases, aggregating data from different sources and visualizing them on numerous web portals.
Since 2008 he is involved in numerous frequency spectrum auctions implementing a specialized auction software for SMRA and CCA formats. By supporting regulatory authorities, he gained the mathematical auction theory knowledge and all consultancy expertise, which is important ahead of any spectrum auction.
Additionally his company implemented a crowd-sourced software to measure the Quality of Service of internet access and the quality of experience by end-user. This software was designed for the needs of regulatory authorities and follows the recommendations of BEREC. The software is collecting data from end-users, storing them in a large database, processing and aggregating this data and visualizing the information on web portal. This visualization includes statistical analyses and GIS/spatial data representation. 
Now this system is being used by the regulatory authorities in Austria (RTR), in Slovenia (AKOS) and in the Czech Republic (CTU).  Also, the regulatory authority in Serbia (RATEL) already is in the process of establishing a contract for implementing this system, too. In addition to that, ARCEP (France), OFCOM, (UK), NKOM (Norway) and the BEREC itself (qostest.eu) is testing this system. Even more, the regulatory authorities in Slovakia (RU), Poland (), Montenegro (EKIP) and Bahrain (TRA) are highly interested in this solution.
Andreas Gaber is involved in all these projects as a project leader, key account manager and technical expert. Furthermore, he is in constant contact to many more regulatory authorities in Europe, Middle East and North Africa consulting them with his profound expertise in spectrum auctions and monitoring of internet quality.​
