Victor Cruz currently works as Director of the Research Institute, Faculty of Electronic and Electrical Engineering, at the University of San Marcos in Lima, specializing in electromagnetic fields from mobile networks and their health effects including measurement, revision of health effects, assessment and development of standards.
He has worked as Television and Telecommunication Network Project Engineer and Director of the Laboratory Division at INICTEL besides that he has been Professor at the universities of San Marcos and Ricardo Palma in Lima.
 
Since 2001, he has been part of the International Advisory Committee – International Electromagnetic Field Project- World Health Organization.  From 2001 to 2003 he led the Peruvian Diagnosis on Non-Ionizing Radiation from Telecommunication Services which have been the basis of the proposals of the Peruvian Maximum Permissible Limits for Non-Ionizing Radiation from Telecommunication Industry and the Environmental Quality Standards. He has also published some books and several papers on this subject.
