ADJOVI Emmanuel V.

​Former student of ENA (Public Administration School), Emmanuel V. Adjovi holds a Ph D. in public law, a certificate in legal informatics, a Certificate in the profession of Lawyer (CAPA) and a Certificate in journalism. It is a cyberlaw expert and the Information and Communication Technologies Policy.
Since 2010, he is the head of Information Society Project at the International Organization of the Francophonie (OIF) which he joined there almost 15 years. It is mainly responsible for the governance of the Internet, cybersecurity, Switchover from analogue to digital, Regulation of Electronic Communications and the Digital Economy.
He is the representative of the OIF at Governemental Advisory Committee (GAC- ICANN). He also contributes to AfriNIC, IGF and other fora. He is Visiting Professor at the ESATIC (Abidjan).
Before taking charge of the "information society" folder, he managed from 2002 to 2010 the OIF media program with implementation of "local radio" and development projects of regulation and self-regulation. He also worked as a journalist and deputy director-editor of Media Agency, then as a Research Fellow at the Faculty of Law at the University of Abomey-Calavi (Benin) and visiting professor at University of Reims Champagne-Ardenne (France). He is the author of several publications.
