Matthew O’Rourke is a Partner with Incyte Consulting (
www.incyteconsulting.com) and specialises in advising ICT regulators and telecommunications operators on technical, competition and economic regulation. He has worked in developing economies throughout the Asia Pacific, Africa and the Middle East and has advised many national regulatory authorities on the establishment of efficient cost-based wholesale access prices and on the design of retail price controls. His recent publications include a paper on Regulating Broadband Prices (published by ITU) and a paper on access price regulation of submarine cable landings. Prior to consulting, Matthew worked for Cable&Wireless International Group and the national regulatory authorities in Australia and Ireland.
