Mr. Viacheslav Negoda was born on 25 May 1957 in Borshchivka village Ternopil oblast, Ukraine. He graduated from Kyiv Civic Engineering Institute as an architect and then got his second degree from the Lviv National University as a Lawyer.
Mr. Negoda started his professional career as an engineer at the Ternopil University and then headed the Ternopil Construction Bureau. In 1990 was elected as the Ternopil City Mayor and since 2006 acted as the Head of the Secretariat of Ukrainian Association of Local and Regional Councils. During 2006 – 2008 Mr. Negoda headed the Secretariat of the Committee of Verkhovna Rada of Ukraine on construction, regional policy and local self-governance.
In 2014 he was appointed as the First Deputy Head of the Department on Cooperation between the Verkhovna Rada and the regional authorities of Ukraine. He was also acting as the Head of the Department on Expertise and Analysis of the Territorial Development and Election Rights of the Secretariat of the Cabinet of Ministers of Ukraine.
Since 2014 he has been occupying the post of the First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine.
