The
International Telecommunication (ITU) is organizing a workshop on “Child Online Protection: Where Standards Stand, and Where They Must Go” taking place from the
25 January 2027, from
09h00-17h00 hours CET at ITU Headquarters, in
Geneva, Switzerland.
This full-day workshop, organized through five substantive sessions, will bring together relevant stakeholders to consider the current state and future direction of child online protection and its supporting standards. The workshop will:
- Establish a shared, broader understanding of the evolving child online protection landscape, including current risks, stakeholder responsibilities, implementation challenges and emerging technological developments.
- Communicate to SG17 and its partners the current state of child online protection standardization, including age assurance and interoperable parental controls, and examine the concrete gaps identified through the CG-COP four-gap analysis.
- Surface the operational impact of encrypted transport and Encrypted Client Hello on existing child-protection enforcement mechanisms and identify standardization work that could meaningfully respond.
- Examine practical child online protection’s use cases and identify how existing and emerging standards can support their implementation across different digital environments.
- Establish, jointly with UNICEF and Q16/17, a starting point for a child-specific behavioural reference for benchmarking foundation models and large language models.
- Examine, in coordination with FG-TIDA, how agentic AI identity and delegated-authority frameworks should operate when the human principal is a child.
- Identify emerging COP issues that require further technical study, cooperation or standards development.
- Produce actionable recommendations that CG-COP, Q1/17, Q10/17, Q16/17, FG-TIDA and other relevant groups can carry forward.
Target Audience
Participation in the workshop is open to ITU Member States, Sector Members, Associates and Academic Institutions and to any individual from a country that is a member of ITU who wishes to contribute to the work.
