Bilel Jamoussi Deputy Director, TSD
Bilel Jamoussi has been with the ITU since 2010, serving as Deputy Director of the Telecommunication Standardization Bureau and Chief of its Study Groups and Policy Department. He works with the ITU's 194 Member States and over 1,000 private-sector and academic members, leading a team representing more than 80 nationalities. He helps shape global standards for telecommunications, sustainable digital transformation, AI, quantum security, and the Internet of Things, and co-founded the ITU AI for Good Global Summit. He organized three World Telecommunication Standardization Assemblies (Hammamet 2016, Geneva 2022, New Delhi 2024) and served as Secretary of the Plenary. He is a frequent speaker at the World Economic Forum in Davos, Mobile World Congress, and the Global Cybersecurity Forum. He previously spent 15 years at Nortel as Director of Technology and Standards, where he was named a Distinguished Engineer and received the company's Innovation and Teamwork Awards. A Senior Member of the IEEE, he has served on the IEEE Standards Association Board and Corporate Advisory Group and co-founded the IEEE Tunisia Section. He is the editor of Internet Standard RFC 3212, holds 23 granted US patents, is a licensed Professional Engineer of Ontario, and earned his PhD, MS, and BS in Computer Engineering from Penn State.

Xiang Liu Chief Scientist of Optical Standards, Huawei
Xiang Liu is Chief Scientist of Optical Standards at Huawei Technologies, where he actively contributes to international standards development in ITU-T SG15, IEEE 802.3, OIF, and ETSI ISG-F5G. Previously, he served as Vice President of Optical Transport and Access at Futurewei Technologies and as a Distinguished Member of Technical Staff at Bell Labs, New Jersey. He received his Ph.D. in Applied Physics from Cornell University in 2000. Dr. Liu has authored or co-authored more than 360 publications, and is the author of the book Optical Communications in the 5G Era. He served as Technical Program Committee Co-Chair of OFC 2016 and General Co-Chair of OFC 2018. Dr. Liu is a Fellow of the IEEE and OPTICA (formerly OSA).

Glenn Parsons Ethernet technology
Glenn Parsons is an internationally known expert in mobile transport and Ethernet technology. He is a principal standards advisor with Ericsson Canada, where he coordinates standards strategy and policy for Ericsson, including network architecture for 5G radio transport networks. Previously, he has held positions in development, product management and standards architecture in the ICT industry. Over the past number of years, he has held several management and editor positions in various standards activities including IETF, IEEE, and ITU-T. He is currently involved with 5G transport standardization in IEEE and ITU-T and is the chair of ITU-T SG15 as well as the working group chair of IEEE 802.1 In addition, he is a member of the IEEE Standards Association Board of Governors, and the chair of the Public Policy Committee for IEEE Canada. He graduated in 1992 with a B.Eng. degree in electrical engineering from Memorial University of Newfoundland.

Hiroshi Yamamato NTT
Mr. Yamamoto has worked at NTT, Inc, where he has been involved in research and development in the field of communications quality and traffic, and network architecture, as well as in international standardization activities. Since 2015, he has served as the company's Primary U.S.A. Liaison, representing the company in various U.S.-based standardization organizations, such as TIA, ATIS, Broadband Forum, MEF, and IEEE, as well as OSS organizations such as the Linux Foundation, and contributing to the widespread dissemination of the company's R&D results around the world. He has also been active and contributed to the field of research funding, such as obtaining R&D funds in the quantum field from the National Science Foundation (NSF). In 2023, he was appointed Director, Head of the Standardization Office, which oversees entire NTT Group standardization planning and activities, and has been involved in the overall management of the group's international standardization activities.
