Cheikh Abdallahi Cheikh Baye

Je suis titulaire d’un Master TIC, d’un DEA en analyse mathématique, d’un Brevet d’Aptitude des Grandes Ecoles, Telecom ParisTech, en régulation des télécommunications, et de plusieurs certificats professionnels acquis dans les domaines de la régulation, du partenariat public-privé, de l’accès aux services de base et des TIC. Le métier d’ingénieur conseil que j’ai exercé, au début de ma carrière, m’a donné l’occasion de piloter des projets novateurs, au cœur des TIC, dont notamment ceux chez France Télécom. De retour au pays en 2002, j’intègre l’Autorité de Régulation (ARE) en tant qu’Expert TIC, puis Chef du Département TIC, Conseiller du Président chargé des études puis Directeur Economie et Réglementation, poste que j’occupe actuellement. Pendant 5 ans, je fus membre de l’Assemblée Générale de l’agence chargée de l’accès universel, représentant de l’ARE. Par ailleurs, je prends part à certaines activités de la Banque Centrale portant sur l’inclusion financière dont je deviendrai par la suite membre du comité de pilotage national, en tant que représentant de l’ARE. Enfin, j’ai mené plusieurs missions d’assistance technique sous l’égide de la Banque Mondiale au profit de gouvernements africains désireux de développer leurs économies numériques. |

Aminata has a technical expertise, a good understanding of African markets and connectivity in Africa. With over 20 years of experience within the Orange Group in Sub-Saharan Africa, and through various missions in multicultural and competitive environments, she has gained profound knowledge of the markets and specific challenges faced in this region. Formerly CEO of OINIS Africa (Orange International Network, Infrastructures, and Services), she is since September 2023 tasked to elaborate the infrastructure and network strategy in Africa for the Orange Group. In addition to her ability to lead large-scale strategic initiatives, she has a strong commitment to the development of ICT services and connectivity particularly in Sub-Saharan Africa. She is chair of Working party3 on General Economic and Policy Factors Related to the Enablers of ICT Services and vice chair of SG3AFR. She has a solid understanding of the regulatory environment in Africa and expertise in wholesale, infrastructure, and international internet connectivity. She actively participates in several other telecommunications study groups in Africa (such as the African group of the ITU, Smart Africa, CTOA, COFTEL, ECOWAS, and ATU). |
Emanuele Giovannetti

Emanuele (PhD, Cantab, Trinity College) is Professor of Economics at Anglia Ruskin University, Governing Body Fellow at Hughes Hall, University of Cambridge, Vice- Rapporteur for the International Telecommunication Union, ITU-D Study Group1 & Vice-Chair for the International Telecommunication Union, ITU-T, Focus Group on Costing Data Services, Work Group 2 on International Internet Connectivity Cost, Associate Editor of the Eurasian Business Review. His research focuses on Market power on the Internet, Mobile Internet access, ICT platforms, Digital divide, Crowdfunding, Diffusion of mobile social networking and Adoption of new technologies. He has advised governments, competition authorities and businesses in Europe, Africa and Asia on Internet access and competition economics, and has led multidisciplinary and multinational projects focussing on network competition, Internet infrastructure and mobile access in developing countries. Emanuele is the lead author of the UK Research Excellence Framework 2021 Impact Case Study on “Influencing Innovation Policy and Practice in the Digital Telecommunications Sector”. He published on leading academic journals including International Economic Review, Economic Journal, Environment and Planning A, International Journal of Industrial Organization, International Journal of Production Economics, Journal of Industrial Economics, Technological Forecasting and Social Change, International Journal of Forecasting, Review of Network Economics, Information Economics and Policy, Eurasian Business Review, Spatial Economic Analysis, Journal of Economic Surveys. Chef de Bureau Statistiques et analyse des marchés à l’Agence de Régulation des Postes et Communications Électroniques en République du Congo, diplômée en Master « Administration Économique et Sociale » à l’Université Paris XII (France). Mireille KOUMOUS est Responsable en charge de l’observatoire des marchés des Postes et Communications Électroniques au sein de l’ARPCE. Elle est point focal, pour le compte de l’ARPCE dans la collecte des données des Indicateurs des TIC à la Division des données et de l'analytique des TIC, Bureau de développement des télécommunications - Union internationale des télécommunications (UIT), point focal représentant l’ARPCE pour le projet « Benchmarking des TIC en Afrique centrale et enfin, point focal du projet de la mise en place de l’observatoire des marchés en Afrique centrale. Auparavant, elle était Responsable de la section formation à la Direction du Centre d’Action Sociale de la Ville de Paris (France) avant d’intégrer l’ARPCE en 2010.

Mr. MC Sathish Kumar is an officer of Indian Civil Services. He is currently working in New Delhi in the Ministry of Communications as Deputy Administrator in Universal Service Obligation Fund (USOF) and deals with the financial matters of the Fund which is setup to plug the digital divide in Rural and Remote areas. Before joining USOF, he was working in the field unit of Department of Telecommunications as Joint Controller in the telecom circles. He did his Bachelor in Civil Engineering from College of Engineering, Anna University, Chennai and completed micro Masters in Data, Economics and Development Policy (MITx DEDP) from Massachusetts Institute of Technology (MIT), USA. He is the Vice-Chair of ITU-T SG3 for the study period 2025-2028 and actively involved in these ITU activities dealing with the policy, economic and regulatory aspects of International Telecom/ICT matters Also, he is Vice-Chair for the ITU Focus Group on Costing Models for Affordable Data Services.

René-Pierre Favre

René-Pierre FAVRE est un expert en télécommunications et ingénieur spécialisé en radiocommunications. Fort d’une solide expérience dans le domaine des réseaux et services de communication électronique, il occupe actuellement le poste de Directeur Adjoint des Ressources Rares, des Réseaux et des Services au sein de l’ARCEP Gabon (Autorité de Régulation des Communications Électroniques et des Postes) où il joue un rôle clé dans la gestion des ressources rares et l’attribution des actes juridiques essentiels au bon fonctionnement du secteur des communications électroniques au Gabon. Au cours de sa carrière, René-Pierre FAVRE a développé une expertise notamment dans la planification et l’optimisation des réseaux mobiles, des réseaux de transmission et la gestion des fréquences radioélectriques. Son savoir-faire s’étend également au design et à l’ingénierie des réseaux fibre optique FTTH (Fiber to the Home), garantissant la mise en place d’infrastructures modernes et performantes pour le développement du très haut débit. Grâce à sa polyvalence, il a contribué au développement de divers projets de télécommunications, allant de la conception de réseaux mobiles et FTTH, à la coordination des fréquences aux frontières ou encore à la mise en œuvre de l’itinérance à moindre coût (Free Roaming).

Lanciné Fofana

Ingénieur Statisticien de formation, il est depuis Février 2017, Vice-président du groupe régional pour l’Afrique (SG3RG-AFR) de la Commission d’études 3 de l’UIT-T. Depuis la dernière AMNT24, Il est l’un des Vice-Président de la Commission d’études 3 de l’UIT-T, pour la nouvelle période d’étude.. Monsieur FOFANA, après plus de 8 années passées chez des opérateurs de télécommunications, il occupe la fonction de Directeur des Etudes et de la Prospective à l’Autorité de Régulation des Télécommunications/TIC de Côte d’Ivoire. Il cumule plus de 15 ans d’expérience professionnelle dans le secteur des télécommunications en Côte d’Ivoire. Monsieur FOFANA Lanciné, a travaillé sur de nombreux sujets relatifs à la normalisation, la régulation économique, la concurrence et les problématiques d’interconnexion et de coûts d’accès aux réseaux aussi bien au niveau national que régional. Il a en outre assuré depuis 2020, au nom de l’ARTCI, la coordination technique de la mise en œuvre du roaming communautaire dans l’espace des 15 Etats de la CEDEAO.

 Abdouramane El Hadjar

Abdouramane served as Technical Adviser to the Director General of the Telecommunications Regulatory Board (TRB) in Cameroon. He has an extensive background in information and communication technologies (ICT) regulatory activities, radio frequency spectrum management, planning of wireless and broadband communication infrastructure and service provision, design, development and implementation of projects to support the organisation’s work programme and various investment plans, development and implementation of plans, policies and strategies in the ICT sector, management of financial and human resources of the administrative unit within an organisation. He is also actively involved in the activities of ITU and other regional/international organisations such as the International telecommunications satellite organization (ITSO), the International mobile satellite organization (IMSO), the African telecommunication union (ATU), etc. He is currently Chair of the ITU-R Coordination committee for vocabulary (CCV) and Co-chair of the ITU Coordination Committee for terminology (CCT), Chair of the ITU-R Working Party 5C on fixed service systems for the study period 2024-2027, Chair of the ATU Task Group on Satellite Resources, Rapporteur of the ATU Task Group on emerging technologies. |
 Vijay Mauree
Programme Coordinator, Standardization Bureau, ITU
Vijay Mauree works at the International Telecommunication Union (ITU), since 2010 and has over 27 years of experience in project management and cybersecurity. He is the focal point for Digital Finance and Fintech at the Standardization Bureau in ITU. He leads the Digital Financial Services Security Lab at ITU. The Lab conducts security audits on mobile payment applications used in emerging economies and collaborates with DFS regulators and providers to enhance security of digital finance and adoption of international standards and best practices for security of digital financial inclusion and fintech. In addition, Vijay coordinates the secretariat for the ITU-T Focus Group on Costing Models for affordable data services and the Digital Currency Global Initiative which is a collaboration between ITU and Stanford University Future Digital Currency Initiative. The Digital Currency Global Initiative is investigating areas where technical standards for Central Bank Digital Currency, Stablecoins and cryptocurrency are required. He coordinated the work of the ITU-T Focus Group Digital Financial Services and ITU-T Focus Group Digital Currency including Digital Fiat Currency and also the Financial Inclusion Global Initiative (FIGI) from 2017 to 2021. FIGI was a joint programme of the ITU, World Bank, Bank for International Settlements and supported by the Bill & Melinda Gates Foundation. He led the FIGI Security, Infrastructure and Trust Working Group which investigated the security threats to the DFS Ecosystem and developing technical reports and guidelines to enhance trust in DFS. He was previously responsible for the implementation of projects under Bridging the Standardization Gap programme and undertaking research for production of Technology Watch reports. He published four Technology Watch reports on Optical networks, Smart Water Management, Privacy in the Cloud and Mobile Money. Vijay received his first degree in Computer Science with Electronic Engineering from University College London, UK and obtained his Masters degree in Information Technology from Imperial College, Science and Technology, UK. He holds an MBA from Cranfield School of Management in UK.

 Stephane Mebaley Ekome

Dr Stephane Mebaley Ekome is a passionate of ICT and a technology enthusiast who believes that any expertise is meant to be shared. In 2019 he founded and is actual Managing Director of the African Communications Office, a consulting entity that aims at contributing to bridge the digital divide in Africa by providing technical support to decision makers in ICT Ministries, regulatory bodies and Telecom companies through training, strategy, engineering, regulatory and public policy. Stephane holds a PhD in Electronics, Optronics and Systems and has 17 years of professional experience. As R&D engineer, he developed a solid expertise in the modelling, design and implementation of wireless communications systems, first at Orange labs, and after at CNRS, in France. In 2014, he joined ANFR as Expert in Spectrum Engineering, where he defended the French administration and industries interests on different topics and headed the French delegation in different forums within CEPT and ITU-R bodies. Stephane is currently a Senior Engineer within the SES’s Spectrum Management and Development team. He supports and leads efforts in the EMEA region, that optimize and value the company’s spectrum assets and foster its long-term strategy to maintain SES at a leading position within the satellite industry.

 Hilda Mutseyekwa
Vice-Chair, ITU-T Focus Group on Costing Models for Affordable Data Services / Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)
Mrs Hilda Mutseyekwa is the Director Economics, Tariffs and Competition within the Postal and Regulatory Authority of Zimbabwe (POTRAZ). She holds a Bsc Economics Honours Degree (1987) from the University of Zimbabwe as well as a Master’s in Business Administration (2005) from the same University. She joined POTRAZ in 2001 and has pioneered all aspects of Economic Regulation and consumer protection within POTRAZ. Her greatest passion is problem solving using facts and figures for the betterment of lives. Prior to that, she spent a good thirteen years as a Research Economist within Government, which was punctuated by a diplomatic stint in New, Delhi, India (1994- 1999). |

Additionally, Ben led the integration and business transformation as CEO of Liquid Telecom Kenya from 2013 to 2017 and thereafter served as board chairman of the company, as well as serving for over 10 years as a director of TEAMs Ltd and WIOCC Group, both subsea cable network operators. Before joining Liquid, Ben was responsible for electronics design and satellite systems at Ericsson UK Limited. He also worked with Lotus Cars, the British sports car manufacturer, as an engineer. Ben holds a BSc Hons Physics from the University of Bristol in the UK. Ben is passionate about STEM education and how it can be enabled by ICT and is Chair of the Board of Directors of Young Scientists Kenya (YSK). |

Monsieur Kowiyou SAFIOU est un ingénieur en réseau radio, formé à l’université des sciences et techniques de Masuku à Franceville au Gabon ou il a obtenu un Diplôme Universitaire d’Etudes Scientifiques (DUES), puis à l’Université de Bretagne Occidental en France, où il a obtenu le Diplôme d’Etudes Scientifique Spécialisé en Electronique des Support des Transmissions. Il commence son parcours professionnel au début des années 2000 chez les opérateurs de réseaux mobiles ou il occupe pendant 10 ans les postes de : Responsable qualité de service et optimisation ; Chef de Projet déploiement radio transmission ; Chef de service Ingénierie Réseau ; Manager Core Network. En 2014, il intègre l’ARCEP en qualité d’Assistant technique, puis Conseiller du Président du Conseil de Régulation où il participe à des projets et à différentes commissions : Refonte du cadre réglementaire des télécommunications au Gabon ; Définition de nouveaux cahiers de charges des licences d’opérateur mobile et Fixe dans un contexte de déploiement des réseaux 3G/4G et FTTH; Mise en place de modèle de calcul de redevance en fréquence ;Préparation des dossiers d’appels d’offre pour le service universel ; Mise en place d’un SIG des infrastructures numériques pour l’ARCEP GABON ; Mise en d’un modèle de coût pour le calcul des tarifs des différents services d’interconnexion et de partage des infrastructures; Mise en place d’un service « Free roaming » en zone CEMAC ; Rapporteur de la Commission Interministérielle pour la relance des activités de l’Institut Africain d’Informatique (IAI) ; Rapporteur de la Commission Nationale de Préparations de la Conférence Mondiales des Radiocommunications.  Umar Ssemakula
Uganda Communications Commission (UCC)
Umar is a utility regulation specialist with more than 10 years’ experience as a policy and regulatory economist. Umar works with the Uganda Communications Commission, the communications regulatory authority in Uganda with a special focus on price regulation, development of licensing regimes, competition policy, digital inclusion, and economic regulation. In the realm of costing, Umar has actively participated in various telecommunication costing exercises in Uganda and has contributed to regulatory interventions towards promotion of equitable telecom and broadcast services, licensing regimes, enhancing consumer protection as well as promoting interoperability regimes. Umar also remains an active member of the ITU-T Study Group 3 on international telecommunications policy and economic issues. Additionally, he holds a pivotal role within the East African Communications Organisation (EACO) working group 6, which focuses on service pricing and industry analysis. His active involvement in this capacity contributes significantly to the formulation of regional telecom strategies.

 Pauline Tsafak
Co-Chair, ITU-T Study Group 3 Regional Group for Africa / Ministry of Posts and Telecommunications, Cameroon
Dr Tsafak Djoumessi Pauline O. GNIMPIEBA est Directeur de la Réglementation des Postes, des Télécommunications et des TIC au Ministère des Postes et Télécommunications de la République du Cameroun depuis 2016. Elle est également coordonnateur du Sécretariat Technique du Comité intermistériel d’Attribution des Bandes de Fréquences du Cameroun. Avant cela, elle a été respectivement Conseiller Technique du Ministre des Postes et Télécommunications, Sous-Directeur de la promotion et de la vulgarisation des TIC et responsable de l’observatoire de marché des télécommunications et TIC au Cameroun. En 25 ans d’expérience dans le secteur des télécommunications, elle a conduit plusieurs chantiers, notamment, la mise en place d’un réseau de télécomunications d’urgence et d’un obervatoire de marché au Cameroun, l’élaboration du plan stratégique de développement du numérique au Cameroun à l’horizon 2020. Elle conduit actuellement le chantier de la réforme du cadre légal et réglementaire du secteur des télécommunications et TICs pour l’adapter au développement de l’économie numérique. Elle participe activement depuis près de deux decennies au activités de normalisation de l’UIT-T, notamment à travers la Commission d’Etude 3, où elle a été respectivement vice-présidente et actuellelement co-présidente du groupe régional pour l’Afrique de ladite Commission d’Etude. |
 Boyd Vinkumbu
Financial Analyst, Zambia Information and Communications Technology Authority (ZICTA)
Boyd Vinkumbu is a finance and accounting professional with over nine years of experience in both public and private sectors. He has expertise in financial analysis, auditing, and regulatory compliance and currently works as a Financial Analyst at the ICT regulator in Zambia. He holds a Bachelor of Accountancy from the Copperbelt University and is currently pursuing a Master of Science in Accounting and Finance. He is a member of the Zambia Institute of Chartered Accountants (ZICA) and has also received specialized training in financial consumer protection, mobile sector taxation, trade finance, and data analytics from UNECE, GSMA, and the WTO.
His professional interests focus on financial modelling, ICT sector regulation, and economic policy analysis.

Steven Noamési K. Zikpi

Je possède de solides expériences dans la régulation des marchés des communications électroniques, notamment la régulation des tarifs (orientation des tarifs vers les coûts de revient, encadrement des tarifs de détails, et la non différentiation des tarifs On-net/Off-net, benchmark et l’analyse des marchés de gros pour l’approbation des catalogues de référence des opérateurs) ; analyse des marchés pertinents ; partage et mutualisation des infrastructures actives et passives ; l’itinérance nationale ; etc. à travers la régulation par la donnée qui est le live motif de l’ARCEP Togo. Je possède également de solides expériences relatives à l’observatoire des marchés des communications électroniques, notamment l’élaboration des tableaux de bord trimestriel sur l’évolution des marchés et l’analyse de l’évolution annuelle des marchés régulés. La vision de l’ARCEP Togo étant de « Promouvoir l’accès aux services numériques par une régulation par tous et pour tous », j’ai acquis une grande expérience dans la régulation par la donnée qui consiste, entre autres, à miser sur la puissance de l’information pour orienter le marché et le choix des consommateurs. Sur le plan international, J’ai participé, entre autres, à la mise en oeuvre de plusieurs projets, notamment le projet Free roaming du protocole d’Abidjan regroupant certains pays de l’Union Economique et Monétaire Ouest Africaine (UEMOA) ; le projet de la mise en oeuvre du règlement sur l’itinérance internationale sur les réseaux de communications mobiles ouverts au public à l’intérieur de l’espace Règlement CEDEAO. Je suis Vice-président du groupe régional Afrique de la commission d’étude 3 (SG3RG-AFR) et Rapporteur sur la question Q7/3 (Problèmes d’itinérance internationale y compris les mécanismes de facturation, de comptabilité et de règlement et l’itinérance dans les zones frontalières) de la commission d’étude 3 de l’UIT. Je participe activement à plusieurs autres groupes d'études sur les télécommunications en Afrique CERTEL, ARTAO, Smart Africa, et ATU. En outre, j’ai des expériences dans la mise en place et dans la mise en oeuvre du Système de Management Qualité d’une entreprise car l’ayant pratiqué à l’ARCEP Togo qui aujourd’hui est certifiée ISO 9001.

Joaquim ZINDOGA is the Head of the Telecommunications Department at the Mozambican Communications Regulatory Authority (INCM). Is currently attending the master’s degree in Competition and Economic Regulation at the University of Johannesburg. He has a postgraduate degree in Economics from the University of the Western Cape, and has 24 years of experience in the sector, 14 of which at the National Telecommunications Company (TDM) and 10 at Communications Regulation (INCM).
With several specialization courses in competition and economic regulation of the telecommunications sector, as well as participation in several regulatory and scientific forums.
