​Dmytro Protsenko graduated from the National Technical University of Ukraine (Kyiv) in Radio Engineering in 1998 and since that time he has worked at the Ukrainian State Centre of Radio Frequencies, the radio spectrum management body in the framework of the National Commission for the State Regulation of Communications and Informatization of Ukraine.
Last 17 years he has actively participated in the work of the ITU, including all three ITU-R, ITU-D and ITU-T Sectors, involved in work of the ITU high-level conferences (PPs, WRCs, WTDCs), ITU-R and ITU-T Study Groups, and numerous ITU seminars/workshops. Throughout that period, on regional level, he has been deeply involved in the CEPT, ETSI and RCC activities related to different issues of the spectrum management and radio regulation.
He actively contributed to development of the ITU Technical Report on Counterfeit ICT Equipment and currently is appointed as co-Editor on new work item for development of the ITU Technical Report [TR-Uni_Id] on Use of Anti-Counterfeiting Technical Solutions Relying on Unique and Persistent Mobile Device Identifiers.
