Carmen works at the ITU Telecommunication Development Bureau (BDT) as senior officer economist in the Regulatory and Market Environment Division. She is in charge of the regulatory, economic and financial issues of telecommunication/ICT including cost and tariff regulation. She previously worked for the Financing Strategies Unit, at the BDT, and was responsible for the programme on Tariff regulation. She has worked on several ITU publications and papers focused on regulatory, cost and tariff issues in the ICT Sector, and organized global and regional platforms for policy-makers, regulators and private sector to address regulatory, economic and financial issues. She is dealing with issues such as cost modelling, international mobile roaming, taxation of ICT services, the apps economy, etc. Carmen is also in charge of the ITU Tariff Policies database in the ITU ICT-Eye platform. This database is intended to track and show trends in the application of national tariff policies and regulations worldwide.
