Signalling System No. 7 (SS7) is a suite of signalling protocols originally developed by the ITU (CCITT) in the 1980s. The protocol was designed under the assumption that all entities connected to the SS7 network were trusted participants. However, the evolution of modern telecommunications networks has fundamentally changed this trust model. Untrusted devices like Private Automatic Branch Exchanges (PABX), call centres, and Voice over Internet Protocol (VoIP) access systems are increasingly being interconnected with Public Land Mobile Networks (PLMN) and Public Switched Telephone Networks (PSTN). This has introduced critical vulnerabilities, most notably Calling Line Identification (CLI) spoofing, which bypasses call-blocking mechanisms and enables fraudulent activities by concealing the true identity of the calling party.
ITU-T Recommendation Q.3063 was developed to directly address these vulnerabilities. Q.3063 defines Signalling procedures of calling line identification authentication addresses. Q.3063 recommendation enable network operators to verify the authenticity of signalling exchanges and calling party identity through a trusted anchor framework, building upon the authentication mechanisms established in ITU-T Recommendation Q.3057.
During review and implementation analysis of ITU-T Recommendation Q.3063, certain discrepancies were identified in specific sections and figures of the Q.3063 document. These discrepancies introduce ambiguity in interpretation and risk inconsistency in implementation, which may reduce interoperability among network operators and equipment vendors deploying solutions based on this Recommendation.

This contribution proposes amendments for clarity in the referenced sections and figures. The proposed changes are strictly limited in scope and do not introduce any new functional or signalling requirements, nor do they modify the intended technical behaviour or overall objectives of ITU-T Recommendation Q.3063. The amendments aim to improve the clarity, accuracy, and consistency of Recommendation, thereby supporting more reliable and interoperable implementations across the industry.
