This technical report explores need for policy, economic and fiscal incentives to achieve the goals of ITU's Connect 2030 Agenda especially the Affordability goal to ensure a Universal Meaningful Connectivity. The report studies the various measures such as USF, Infrastructure sharing, economic interventions, fiscal incentives and other related measures for expanding connectivity. The innovative use cases are documented and analysed. This report presents an analysis of the various measures and provides recommendations for achieving the affordable connectivity.
