The ITU-T SG3 Technical Report DSTR-OTTReporting (11/2025) which received agreement by Member States on 7th November 2025, highlighted the value for regulators to access datasets from OTT service providers to support in-depth market analysis that reflect evolving market realities. Access to such data is expected to enable regulators to better discern the impact of OTTs, and inter alia, whether they exert significant competitive pressure in the domestic telecommunications markets. Furthermore, the availability of OTT data would support more evidence-based decision-making and help regulators formulate targeted policies that are fair and balanced for all stakeholders offering services in the telecommunications and broadcasting sectors (either directly or indirectly).
In light of the foregoing and with reference to the Technical Report (DSTR-OTTReporting), which identified twenty-seven (27) potential indicators and a template for recording OTT data, it is proposed that a new Recommendation be created to form an international standard (normative output) as a prospective input to the ITU Handbook for the Collection of Administrative Data on Telecommunications/ICT. This Recommendation would provide definitive guidelines to Member States and relevant public authorities, including telecommunication regulators and national statistical offices, on the collection of data from OTT service providers. In addition, the availability of a referenced Recommendation on OTT data reporting will enable Member States to comparatively assess the developments across telecommunications and broadcasting sectors globally, therefore supporting their own domestic market assessments.
However, the adoption of these guidelines and reporting standards remains a sovereign decision by each Member State.
