Summary: IMT 2020 and beyond and the related emerging technologies, such as artificial intelligence, open networks among others, is a vast and constantly evolving subject that requires strategic, tactical and operational visions, as well as continuous learning and skills development. This is very relevant for developing countries, considering that these countries foresee the use of these technologies to enable digital inclusion and maintain a sustainable network deployment. This draft new recommendation proposes a technical framework to support human capability development for IMT 2020 and beyond and emerging technologies. The proposed technical framework intends to provide elements for the development of human capability by specifying technical competencies and skills for a sustainable IMT-2020 and beyond and emerging technologies deployment in developing countries.
