Summary: The rapid expansion of applications leveraging Artificial Intelligence (AI) is driving the demand for communication networks with low latency and high energy efficiency capabilities. Furthermore, to support a wider range of such applications, mechanisms enabling low-latency and energy-efficient communications across multiple administrative domains are also required. [ITU-T Y.3335] specifies a framework of low-latency and energy-efficient networks (L2E2 networks), including high-level functions and requirements to support low-latency and energy-efficient communications within and across L2E2 networks. This draft new Recommendation specifies functional architecture for L2E2 networks to support emerging use cases in future networks that require high capacity, low latency, and high energy efficiency. It describes details of functions to realize L2E2 networks, as well as reference points between functions. It then describes high-level operational procedures to establish and maintain low-latency and energy-efficient communications. In addition, architectural enhancements for support of packet based networking are described in Annex.
