Summary:

FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. The system efficiency enhancements are comprehensive enhancements of network efficiency, service efficiency and energy efficiency of a specific network. On the basis of the standardization progress of FMSC, it is necessary to specify a standardized framework for system efficiency enhancements for FMSC, which will provide a guideline and a solution for system efficiency enhancements for FMSC. This proposed work item contributes to the development of the standardization series of FMSC; and is market valuable for network operators, equipment vendors, service providers, and end users, for the reason that system efficiency enhancements related mechanisms facilitate the comprehensive resource utilization, function enhancement and performance optimization for FMSC network, and further enhance the service capabilities and quality of service (QoS) with limited networking, computing and storage resources.
This Recommendation specifies the system efficiency enhancements for FMSC for IMT-2020 networks and beyond, in the aspects of general considerations, requirements, framework, network function enhancements and procedures.
