Summary: Multiple non-terrestrial network (NTN) segments, such as GSO and NGSO satellite constellations, are being rapidly deployed by different organizations. These NTN systems differ in orbital characteristics, coverage patterns, performance capabilities, and availability times. As such heterogeneous NTN domains get deployed extensively, it becomes necessary to integrate NTN domains operated by different organizations so that end-to-end network services can be supported by interconnecting multiple NTN domains. This draft new Recommendation specifies an architectural framework for integrating multiple NTN domains, allowing them to operate cohesively as part of a unified network service environment. The framework provides mechanisms for evaluating network conditions—such as latency, throughput, congestion, link quality, and satellite visibility, and commercial factors, enabling the selection of the most suitable NTN segment accordingly. By supporting performance and commercial policy-driven, intelligent, dynamic selection of NTN domains among various space-based networks, this new Recommendation seeks to enable robust and resilient end-to-end communication services.
