Summary: As climate change intensifies the frequency and severity of natural disasters, and as geopolitical instability and cyber threats amplify human-made crises, the role of resilient and sustainable ICT infrastructure becomes increasingly critical. This technical report provides comprehensive, globally relevant recommendations and guidance for designing, deploying, and managing resilient ICT systems capable of withstanding, adapting to, and recovering from multifaceted disruptions. Drawing from international frameworks, recent case studies, and technical research, the guide evaluates existing vulnerabilities and outlines actionable strategies that leverage emerging technologies such as Artificial Intelligence (AI), Internet of Things (IoT), 5G/6G, edge computing, and satellite systems to enhance climate adaptation and disaster risk reduction. This technical report framework integrates sustainability principles, lifecycle assessments, and inclusive governance models to ensure energy-efficient, accessible, and robust ICT infrastructure during crisis scenarios. The target users include regulatory bodies, network operators, academia and policymakers. These recommendations contribute to global climate resilience, digital continuity, and the achievement of sustainable development goals (SDGs)
