Summary: This Recommendation addresses the industry pain points of no comparable and easy-to-implement quantification method for the carbon reduction benefits among computing infrastructure operators, power grid enterprises and governments in the process of coordinated computing and electrical power operation. It proposes the technical framework, evaluation boundary, assessment methodology, data and report requirements for the carbon reduction benefits of coordinated computing and electrical power operation, providing a unified technical specification for the standardized assessment of carbon reduction benefits from flexible interaction between computing and power resources. This supports conversion of carbon reduction and renewable energy consumption potential into actual emission reductions, and also promotes the green and inclusive development of the computing industry.
