This Technical Report studies a framework for assessing the readiness and maturity of communication systems supporting connected and automated vehicle (CAV) services.
The framework describes service-oriented assessment dimensions, maturity levels, and evaluation principles that enable stakeholders to assess whether a communication system is capable of supporting specific classes of CAV services under given operational conditions.
