Summary: Artificial Intelligence enhanced Telecommunication Operation and Management (AITOM), as defined in ITU-T M.3080, is a core technology for advancing intelligent, automated, and data-driven telecommunication operations. The integration of the AI engine, AI pipeline, and customer-oriented marketplace layer introduces novel security threats absent in traditional telecommunication OAM, including model theft, data poisoning, adversarial sample attacks, unauthorized capability invocation/orchestration, and privacy leakage. Current international standards only provide generic security requirements and lack layered, lifecycle-oriented security requirements tailored to AITOM’s architecture and components. This Recommendation systematically analyzes security threats and challenges across the AITOM layered architecture and key modules, including the AI engine, AI pipeline, and customer-oriented marketplace layer. It defines targeted security requirements and provides actionable security requirements covering AI model lifecycle security, AI pipeline security (development and operation states), AI capability management/orchestration/exposure security, data security, system security, access control, audit, and cross-layer security. It supports the secure design, deployment, and stable operation of AITOM systems, and promotes the safe and reliable development of intelligent telecommunication operation globally. This Recommendation supports secure deployment and stable operation of AITOM, and promotes the safe development of global intelligent telecom operation.
