Summary: With the in-depth integration of the physical and information worlds, constructing a high-fidelity, secure-controllable cybersecurity simulation platform is an urgent need to enhance cybersecurity capabilities. Currently, such platforms are widely built in industries such as telecommunications, energy, electric power, and finance, but the lack of unified technical standards leads to poor interoperability, irreproducible test results, and high construction costs. This Recommendation defines the reference framework, application system, technical requirements, and process specifications of the cybersecurity simulation platform. It details the functional definitions, interaction mechanisms, and key role responsibilities of the three core architectural layers. It aims to lay a standardized architectural foundation for platform construction, improve the efficiency of relevant work, and enhance the overall resilience and protection level against new cybersecurity threats.
