Summary: This document will provide a structured analysis of digital identity scenarios and security requirements specific to IMT-2030 networks, supporting the development of identity management frameworks within future telecom standards. Digital identity in this context encompasses the identification, authentication, authorization, and lifecycle management of all entities in IMT-2030 environments, including human users, devices, AI agents, network functions, services, and digital twins. This Technical Report addresses the following aspects of digital identity for IMT-2030 networks: General considerations of digital identity in the context of IMT-2030 networks, including the evolution from previous generations, key drivers, enabling capabilities, and inherent challenges; A comprehensive set of use cases for digital identity across various IMT-2030 scenarios, including AI integration, heterogeneous connectivity, immersive services, vertical industries, and network digital twins; Security requirements derived from these use cases, covering authentication, federation, threat detection, performance, resilience, interoperability, regulatory compliance, explainability, and lifecycle management; Standardization gaps and recommendations for future work in ITU-T and related SDOs.
