Summary: IMT-2030 networks are expected to support a wide range of mission-critical, intelligent, and data-intensive services, enabled by capabilities such as native AI integration, cloud-native and edge-native architectures, network slicing, integrated sensing and communication, and operation across highly heterogeneous and multi-stakeholder environments. These characteristics significantly expand the attack surface, threat landscape, and trust boundaries compared to previous generations of mobile networks. The development of an ITU-T Recommendation on “Technical security controls for IMT-2030 networks” is therefore necessary to provide a common security baseline that can guide the design and evolution of IMT-2030 architectures and services, to support interoperability and cross-domain operation among multiple operators, service providers, and vertical industries and to facilitate alignment and complementarity with work in 3GPP, ISO/IEC, ETSI, and other relevant standardization bodies. This draft Recommendation will serve as a foundational reference for future IMT-2030 security specifications.
