Summary:

The advancement of digital agriculture is driven by the convergence of IoT technologies, environmental monitoring systems, and data analytics. Weather and climate information play a central role in agricultural decision-making, influencing planting schedules, irrigation, pest management, and harvesting.
Although multiple digital agriculture solutions incorporate weather data, these implementations are typically fragmented and lack standardized integration mechanisms. Furthermore, the growing availability of spatial data (e.g., satellite and drone imagery) and temporal data (e.g., IoT sensors and weather time-series) introduces challenges in data integration and analysis.
Therefore, there is a need for a standardized reference architecture that enables interoperable integration and efficient fusion of multi-source data across heterogeneous platforms in digital agriculture systems. Such architecture would support precision agriculture, climate-smart farming, and data‑driven decision‑making.
This draft Recommendation provides a reference architecture for spatio-temporal data fusion in weather-aware digital agriculture systems. The architecture supports interoperable integration and harmonization of heterogeneous agricultural datasets including IoT sensor data, meteorological information, satellite and drone imagery, geospatial data. It defines a layered architecture comprising data acquisition, data harmonization and fusion, application and analytics, and management and governance planes, supported by a cross-cutting interoperability framework. It addresses challenges related to fragmented agricultural data ecosystems, interoperability limitations, weather data integration and deployment in bandwidth-constrained environments. The draft Recommendation aims to support scalable, interoperable and climate-responsive digital agriculture systems for improved agricultural intelligence, resource optimization and data-driven decision-making.
