Summary: The rapid development of low-altitude applications is driving the increasing need for sensing capabilities in three-dimensional and dynamic environments. IoT-based low-altitude sensing services have emerged to support detection, identification, tracking, and localization of aerial objects through distributed, multi-modal sensing and ICT-enabled data processing. This draft Recommendation will define a performance evaluation framework and key performance indicators (KPIs) for IoT-based low-altitude sensing services. The framework provides a structured approach to evaluate service performance, operational status, and service effectiveness in practical deployment scenarios. It will enable objective, comparable, and repeatable assessment across different implementations and deployment contexts, and supports benchmarking, continuous service improvement, and informed decision-making for system evolution, optimization, and large-scale deployment.
