Summary: This draft Recommendation specifies the requirements for the centralized and the decentralized data flow control on SCP. It introduces the concept of the “smart city as a hub/smart city hub” (SCHub), which can enable cities perform a centralized control on data flows, with the use of standardized APIs. It also introduces the concept of “DCITY” that enables decentralized data flow control and applies rules on data sovereignty. It introduces the high-level architecture for the SCHub and the DCITY, and the requirements for centralized and for decentralized data flow control on SCP. The structure of this draft Recommendation would be as of the baseline text.
