Cross-domain fraud activities are widespread across many countries, causing significant economic losses and legislation violation. Examining fraud within any single anti-fraud system provides only a partial view, making traceability difficult and causing single incidents to be misidentified as multiple unrelated events. New fraud patterns also propagate rapidly across regions.
This recommendation defines a two-tier situational awareness platform consisting of regional platforms and a central platform. This recommendation provides guidance on the technical framework and functional requirements for implementing anti-fraud situational awareness platform in telecommunication networks.
