Summary:

The rapid development of ICT is driving a paradigm shift from service-based architectures to next-generation agentic-AI-driven architectures, where intelligence and autonomy enable a transition from "passive execution" to "active decision-making." Despite significant gains in operation efficiency, this AI-native evolution introduces new security and trust risks. Specifically, the probabilistic nature of AI decision-making creates inherent uncertainty that challenges traditional deterministic security models, potentially undermining network stability. Moreover, the autonomy of intelligent agents can lead to value misalignment. The goals pursued by different agents in local environments may not align with the global objectives, and behaviors conflicts may even arise due to differences in learning mechanisms or data sources, resulting in resource waste or strategic deadlocks. Traditional static and centralized security models may not be able to address these new agentic interaction patterns and model-driven vulnerabilities. Therefore, there is an urgent need to develop a comprehensive system-level trust framework. This framework must shift the focus from traditional static, centralized design to the dynamic, distributed, extensible design, ensuring the security and trustworthiness of the next generation of agentic-AI-enabled telecommunication systems.
This contribution proposes to develop a new work item named as X.Max-trust that provides a Multi-party, Agentic, and eXtensible (MAX) Trust Framework for Next Generation Agentic-AI-enabled Telecommunication Networks. This new work item will definite the core principles, key requirements, high-level architectures, major components of MAX-Trust, and will also specify the potential supporting technologies needed to deploy MAX-Trust in different scenarios.
