Traditionally, satellite systems deployed at different orbital altitudes have been operated in isolation, and signalling architectures have mainly been designed for terrestrial or single-orbit scenarios. With the evolution of IMT-2020 networks and beyond, fixed, mobile and satellite access are converging, and multi-orbit networking is increasingly used to improve coverage continuity and service availability. In such environments, coordinated operation across satellite systems at different orbital altitudes introduces new signalling challenges that are not fully addressed by existing architectures.
This draft Technical Report addresses the signalling architecture for supporting multi-orbit networking within the framework of FMSC. It identifies relevant signalling architecture considerations and describes the signalling functions, interactions and interfaces needed to support coordinated multi-orbit operation in IMT-2020 networks and beyond.
