Summary: On the one hand, the mission and target of the network is supporting various services, meanwhile the basis to carry out the mission and target is mainly coming from network resource. So, the network forwarding path generating and management mechanism enhanced by network service awareness and network resource is both important and efficient. On the other hand, in order to realize the self-governance capability, intelligent forwarding path generating and management method is required to be used for generating and managing more appropriate forwarding path that can support the service more efficiently and use the network resource more economically. Foundational Recommendations (including ongoing work items) for human-like networking (HLN) have been established, covering the framework, requirements, and collaborative awareness mechanisms of HLN. However, to fully realize the advanced autonomous governance and self-management capabilities defined in ITU-T Y.3681, critical gaps remain regarding the semantic depth of decision-making and the overall coordination of execution. Current network operations lack a standardized mechanism to systematically transform heterogeneous awareness results into actionable intelligence, nor do they possess the capability to dynamically decompose high-level intents into coordinated actions across different domains. Consequently, there is a disconnect between the thinking and action planes that hinders the formation of an intelligent closed loop. This Recommendation specifies the intelligent decision-making and collaborative execution mechanism of HLN to bridge the gap between perceptual intelligence and actionable intelligence. It details the mechanism for intelligent decision generation within the thinking plane, ensuring decisions are adaptive and explainable. Furthermore, it specifies the decision-driven collaborative execution mechanism in the action plane, covering policy decomposition, orchestration, and runtime conflict resolution to ensure reliable intent implementation. The Recommendation also defines the supporting mechanisms for proactive verification, simulation, and performance evaluation, which collectively drive the continuous optimization of policy models.
