Summary: This Technical Report provides a descriptive overview of creating an enabling environment for voluntary commercial arrangements between telecommunication network operators and artificial intelligence service providers for the delivery of international telecommunication services. It consolidates observed practices, regulatory approaches, and cooperative models that have emerged across jurisdictions to facilitate collaboration between these two sectors. The Technical Report analyses market and technology interdependencies, identifies policy and competition considerations, and outlines non-binding reference materials and mechanisms—such as model clauses, sandbox frameworks, and monitoring approaches—that may inform stakeholders when designing or assessing such arrangements.
