This Technical Report provides a descriptive overview of creating an enabling environment for voluntary commercial arrangements between telecommunication network operators and artificial intelligence service providers for the delivery of international telecommunication services. It consolidates observed practices, regulatory approaches, and cooperative models that have emerged across jurisdictions to facilitate collaboration between these two sectors.
