Summary: Quality of Service (QoS) assurance is essential for quantum key distribution networks (QKDNs) to support critical applications such as government communications and financial transactions, which require differentiated guarantees for latency, reliability, and availability. However, because of the physical characteristics of quantum channels, the limited key generation rate, and the dynamic changes in network resources, it remains challenging for QKDNs to maintain stable and predictable QoS performance. Existing QoS assurance mechanisms defined in the ITU-T Y.3800-series Recommendations mainly focus on internal QKDN operations and have not yet incorporated intelligent network technologies that could enhance QoS assurance. To address these challenges, this Recommendation introduces the integration of digital twin networks (DTNs), as defined in [ITU-T Y.3090], with QKDNs to enhance QoS assurance. DTNs provide real-time synchronization, predictive modelling, and simulation capabilities, enabling proactive QoS monitoring, policy validation before deployment, and closed-loop optimization—while maintaining the information-theoretic security of QKDNs. The integration of QKDNs and DTNs combines the trustworthiness of quantum communication with the intelligence and adaptability of digital-twin-based management. This Recommendation specifies the requirements for QKDN–DTN integration for QoS assurance. It defines the conceptual model, high-level requirements, and functional requirements, as well as security and management considerations, to support reliable, explainable, and auditable QoS assurance for QKDNs.
