Conventionally, the assessment and compliance of RF-EMF exposure levels have taken into account the worst case scenarios such as taking into account maximum traffic conditions, maximum emission from transmitter etc, so as to ensure RF-EMF compliance during maximum possible exposure conditions. However, at the same time, the actual maximum approach (from IEC 62232) suggests evaluation of RF EMF exposure taking into account the actual maximum, i.e. the maximum value reached by the actual value recorded. While the existing ITU-T Recommendations provide guidance on assessment of RF-EMF via various calculation, simulation and measurement based methods, not enough guidance is available in the existing standards for the regulators to use and implement the actual maximum approach in the assessment, evaluation and compliance of RF-EMF exposure levels. There is a need to develop standards and implementation guidelines focused on adoption of actual maximum approach in various phases of telecommunication installations- product compliance, installation and in operations.
