Digital Public Infrastructure (DPI) refers to shared digital systems, built on open standards and open-source components, that enable society-wide functions and service delivery. These systems, encompassing digital identity, payment platforms, data-sharing mechanisms, and associated governance frameworks, are increasingly recognised by governments, standards development organisations (SDOs), and international bodies as foundational components of digital transformation.
This draft Technical Report provides an overview of DPI concepts and documents current best practices in DPI design, implementation, and governance for cities and communities. It examines the core characteristics and constituents of DPI, reviews relevant international frameworks, and considers the particular challenges facing cities. Key topics addressed include interoperability, cybersecurity, data privacy, inclusivity, and the role of open standards.
