Summary: Electric power facilities are increasingly vulnerable to natural disasters exacerbated by global climate change, necessitating urgent action. However, conducting real emergency drills poses challenges due to the complexity of reproducing disaster scenarios, coordinating multi-party personnel collaboration across various agencies, enterprises, and sectors, and the associated high economic costs. Simulation-based disaster prevention offers a promising solution to these challenges. By leveraging advanced technologies such as digital twins, virtual reality (VR), augmented reality (AR), and artificial intelligence (AI), simulation services can create high-fidelity virtual environments for disaster rehearsal, training, and decision-making. This draft Recommendation specifies the requirements and functional architecture of simulation service for disaster prevention in electric power facilities, which will help to optimize the emergency response strategies and improve the disaster prevention capability for electric power facilities.
