                                        ITU-T Q8/11 has developed hybrid peer-to-peer overlay networking that can be used to provide various application services. The ITU-T Recommendations defined for hybrid peer-to-peer networks are as follows;

ITU-T Q.4102, Hybrid P2P communications: Peer protocol
ITU-T Q.4103, Hybrid P2P communications: Overlay management protocol
In order to support feature-based video services over hybrid peer-to-peer communications, Q8/11 has been developing a draft Recommendation ITU-T Q.HP2P-fvsigreq, which specifies signalling requirements, and a draft Recommendation ITU-T Q.HP2P-svcfrw, which specifies service framework using HP2P network. Draft Recommendation ITU-T Q.HP2P-svcfrw uses Recommendation ITU-T Q.4102 and Recommendation ITU-T Q.4103 as the infrastructure protocol. 
Currently, Q8/11 is revising Recommendation ITU-T Q.4103 to provide an extension to include information about services running on the overlay. However, there is a need to develop a new work item on control protocols for feature-based video services because service-specific information may vary depending on the services provided.
This Recommendation specifies control protocol to reflect on the signaling requirement in draft Recommendation ITU-T Q.HP2P-fvsigreq and service framework in draft Recommendation ITU-T Q.HP2P-svcfrw for feature-based video services running on hybrid peer-to-peer networks as specified in Recommendation ITU-T Q.4100. Specifically, this draft Recommendation specifies a resource element to describe the attributes of a feature-based services and protocol messages with their parameter for the functionality to control the feature-based services.
