Summary: In this draft Recommendation, it addresses the following three contents necessary for handling and using information necessary for authenticating users in telecommunication services. First, by using visual information including facial information, we analyse the contents of technology that extracts and stores visual feature information from applications that provide authentication services, and summarizes security requirements and technical approaches necessary for this. This information is the authentication step of the communication service. It is a core technology required in application services. Second, it summarizes the details of how to de-identify unstructured data in image/video, analyses possible security factors in the future, and includes recommendations to ensure security. Finally, guidelines for exchanging de-identification and identification information in communication services are described. Since identifiable information, which is not privacy information, can be personalized by itself, it must be approached carefully, and recommendations on security service requirements to solve them are provided. In this draft Recommendation, we would like to describe the guideline of visual feature protection and secure sharing mechanisms for de-identification between telecommunication service provides. Gradually, the proportion of using video in communication services is increasing, and services that utilize individual features such as facial information and voice are expanding in application services. We would like to provide a guideline to protect and use them more actively in telecommunication services.
