Flood disaster is a critical issue influencing the safety of a city. There are many kinds of flood prevention and mitigation measures, however, no comprehensive assessment of these measures is provided yet. This recommendation presents methodology of evaluating ICT based urban disaster prevention and mitigation capability for floods. It provides a set of key performance indicators to quantitatively assess the flood disaster prevention and mitigation capability of cities.
