Summary:

Temporary hospitals, generally named field hospital, mobile hospital or cabin hospital, have been used to meet emergency requirements and achieved notable success. It is recommended to unify the category name of these hospitals as "Rapid Deployment Hospital (RDH)". Most of RDHs face the shortage of doctors and nurses, and on the other hand, medical workers should avoid face to face with patients in epidemic scenarios. Telemonitoring in RDHs has thereby become a research hotspot.
Contrast with conventional telemonitoring in permanent hospitals, telemonitoring systems in RDHs should support additional and differentiated features to meet particular requirements of RDHs. For example, the restriction of deployment duration for systems in RDHs is obviously stricter, so the functions to accelerate deployment become essential. And systems in RDHs should support more diverse access and backhaul networks to adapt for complex network coverage scenarios because RDHs may be set up anywhere as needed. Therefore, the existing or emerging standards for traditional telemonitoring cannot fully meet requirements for telemonitoring systems in RDHs.
This proposed recommendation is focused on telemonitoring systems in RDHs. The recommendation specifies requirements, reference framework and use cases for telemonitoring systems in RDHs. The recommendation provides universal technical reference and basis, guides the optimal construction of networks and platforms, and promotes the development of global ecosystems for telemonitoring systems in RDHs.
