This document proposes a reference architecture to realize decentralized IoT communication capability using information centric networking (ICN, as a typical communication technology in the future network specified in [ITU-T Y.3071]) and blockchain technologies, and provide communication service for other functional groups which defined in section 7.1.2 in [ITU-T Y.2068/Y.4401].
