The evolution and uptake of the mobile broadband service in Africa has witnessed wide ranging changes in technology as well as the marketing and pricing services. A decade ago, the predominant pricing structure was mainly premised on monthly charges based on access technology and download speeds. Over the last decade, besides the evolution of mobile broad band access technology from basic 2G/GPRS to advanced high speed LTE and 4G tech, there have emerged a number of pricing schemes ranging from capacity-based bundles to special zero-rated pricing.
New pricing structures have been met with regulatory indecision with regard to the general competition impacts of the emergent retail pricing practices. The pricing practices pose multi-faceted regulatory challenges with regulators torn between promoting the immediate access benefits of the extreme zero rated pricing against their probable anti-competition effects.
Further regulatory decisions against potentially predatory pricing may often times be difficult to sell to the not so discerning public. Previously regulatory decisions against potential predatory pricing in mobile voice services have been made by outcry from both the government and the public.
