Summary:

The Recommendation is intended to support
i) non-discriminatory benchmarks for interconnection parameters, interconnect resources allocated to & congestion faced if any by outgoing as well as incoming traffic at the point of interconnection of networks;
ii) end to end QoS for users;
iii) prevention of under-utilization as well as over-provisioning of interconnect capacity and resources;
iv) flexibility and freedom for interconnecting parties to negotiate and finalise mutually agreeable interconnection arrangements.
