ITU-T G.8271.1/Y.1366.1建议书规定了不得超过的抖动和漂移的最大网络限值。该建议书还规定了相位和时间差错的最小设备容限，即在这些信息包网络的边界和时间同步接口必须提供的容限。此外还概述了对网元同步功能的最低要求。
