ITU-T G.8271/Y.1366建议书定义了分组网的时间和相位同步问题。建议书还规定了分配参考时间信号的适用方法，这些信号可根据要求的质量恢复相位和/或时间的同步。要保证不同厂商生产的设备的互操作性和令人满意的网络性能，必须满足本建议书规定的同步特性要求。
