本建议书的内容是用于长途网和接入网的所有类型光部件与传输有关概况。在本建议书中包括了很大范围的光部件类型。本建议书也包含光部件在整个工作条件范围内的传输特性方面的内容，但是并不规范所采用的工作条件，安装概况或不影响光传输通道的其他方面的情况。本建议书还叙述相关的IEC定义以及可应用的测试方法。
